Patent-Pending A/V Solution Helps Courts Close Gap in Demand for Interpreters
PHOENIX (September 30, 2009) – ExhibitOne Corporation today introduced its patent-pending Virtual Court-Interpreter System™ (VCIS™). VCIS enables interpreters to stay in one location as they provide their services in different courtrooms and even different courthouses on a virtual basis. With interpreters available at the push of a button and unproductive travel time eliminated:

The system includes both audio and video technology which enables the interpreter to not only hear the words being spoken, but to take those words in context with facial expressions, inflections and other forms of body language which are important to the process.
“The key to the system is not so much the audio and video technology as it is how that technology is integrated,” said ExhibitOne CEO and President, Mr. Kevin Sandler. “The interpreter needs to be in full control. She or he needs to be able to come in and out of privileged conversations, adjust individual listening volumes depending on who is speaking, conduct simultaneous interpretation and more…all without affecting any audio settings in the courtroom itself. Plus, all appropriate conversations must be captured by a court’s recording system.”

In the federal court system alone, the number of cases requiring interpreters increased 17 percent in 2007 and 14.9 percent in 2008 to nearly 283,000 events. The National Court Interpreter Database (NCID) contains the names of just 896 active certified interpreters and 2,680 otherwise qualified interpreters. Similar disparities exist among many of the country’s state court systems as well.
The federal court system has used a telephone-based system in an effort to improve court access to qualified interpreters. In 2007, even though the system with its limited capabilities was used in less than 2 percent of all cases needing an interpreter, it resulted in a reported savings of $1.1 million. That savings came primarily from the reduction in outside contractors and interpreter travel costs.
“Telephone-based interpretation is definitely better than no interpretation at all,” Sandler noted. “But with the VCIS system, we’ve been able to create an environment that replicates the interpreter being right in the courtroom. Only better.”
